Yes, any machine shop will be able to do it. You can even do it yourself if you go slowly and carefully.
If you decide to have a machine shop do it, keep in mind that having *one* set of wheels drilled is cheaper than buying a set of 14 mm to 12 mm conversion studs, but if you think you'll need to have another set of wheels drilled in the future, it might be cheaper in the long run just to get the conversion studs. Plus, studs make it much easier to swap out wheels, since you just slide the wheel over the studs, rather than having to align the holes in the wheel with the holes in the hub.
