For any MINI with stock suspension-

You can use 17x7 rims with et38 (+38mm offset).

Key is to use tires that are not too tall or too wide.

205/45-17 is stock sized and fits well.
215/40-17 is good and a little smaller than stock tire diameter for more clearance. You can even have suspension upgrades and one inch drop and it will still fit OK.

205/40-17 is not a good size for the MINI due to lower tire load rating.
225/45-17 is too tall.

In my opinion the wheels turned out too dark. I was unable to find a wheel paint in anthracite. When these tires wear out I will be having them powder coated instead of regular paint and I will choose a lighter color closer to anthracite.

How do you believe 215/40 X 18 tires would compare to the two sizes you commented on, above, not only in terms of clearance with a +38 offset but, also, in terms of (A) handling during spirted driving and (B) riding over city streets with poorly-repaved surfaces?

I have 215/40/18's on mine.
It barley rubs on the rear fender flares when fully compressed. Not enough to worry about trimming them because they will trim themselves away.
Front never rubs.
Wheels are 18x7 40mm bs.
This is on a R56.
If you need a picture of the rub on the flares let me know.

215/40-18 fits rims 7-8.5" wide and is 24.9" tire diameter which is 1/2" taller than stock. If you have stock suspension then you are OK with +38 offset if you have lowered suspension this is not a good size, you'd need 35 series sidewalls.

Overall 215/40-18 is fine for street driving and is more forgiving if you hit a pothole than 225/35-18 which can also work, 24.4" tire diameter which is stock sized.

But the tire you choose has a big role in making the handling better or comfort better. Choose wisely, it is a combination of size and which tire especially critical in lower profile sidewall tires.

If handling is a big factor what about noise, comfort, treadwear and price?

In 215/40-18

For street use and comfort (some All Season)
Falken Ze912 for $105 each is good but sold out right now 360 treadwear
Toyo Proxes 4 for $118 is possible 300 treadwear
Falken Fk452 for $120 is possible 300 treadwear

At tirerack.com
Pirelli PZero Nero $167 each Max Perf Summer tire
Kumho Ecsta SPT $108 each 320 treadwear
Pirelli PZero Nero M&S $153 each 400 treadwear UHP All Season tire
Yokohama Avid W4S $123 each 400 treadwear UHP All Season tire

Did you mean 205/45-17?

205/40-17 is smaller and has lower load rating
