Adjusting Megans to go lower..no op

Adjusted my Megans on the rear and achieved a 1/2 inch drop from my previous ride height..no problems all is well.
Arch to ground is 24.25.

Tried to adjust the fronts to drop from 24 to 23.75. Top perches were good and tight ...made my measurement between the upper and lower perch...released the lower perch and rolled it up .25 inch...used the spanner wrench on the upper perch and "screwed it into" the lower shock assembly till the lower perch contacted the the lower shock assembly...tightened the lower perch against the lower shock assembly...made my measurement between the upper and lower perches..distance is now .25 less than when I began so figured all was good and I'd lowered the fronts...just like I'd lowered the rears.
Measured the ground to arch...24 still. Took it for a nice drive...still 24".
Repeated the same procedure and went for another .25 ... did all the same steps...took a 20 mile drive ... still 24" from ground to arch...all the same spot in the garage. Am I missing something here?
