No communication with OBD

I have a 2007 mini cooper s automatic, r56, n14, The car starts runs rough, it has a bad bcm which I cleaned and got some functions back, bad power steering, no cold ac, Tachometer does not show rpm when car is running, check engine light does not illuminate at all, car has yellow gear with exclamation sometimes, but still allows to shift into drive at times. and when connecting a code reader I get U114B, U115B, U115E, U3FFF, I have a new used bcm coming off of ebay and I have no clue why it wont connect to obd or show rpm.

Power steering pump failure

Power steering pump failure i’m wondering if a short to the power steering pump could cause a crank no start?

i have no connection with OBDII diagnostics.

I have a 2007 mini Cooper R 56 and 14 engine. It will not connect to ISTA (i’m a computer whiz. It’s installed correctly. I’ve connected before I know all the set up between the computer and the cable are good. it will not connect to a cheap OBDII scanner, it will not connect to BlueDriver

It started as a crank no start - misfire that’s spread. It was first it was cylinder three then it was cylinder one then it was all of them then it was cylinder one and three I basically run down every single thing it could possibly be fuel pumps, intake, manifold, ignition coils, spark, plugs, pressure … I finally sent the DME in and it was bad I mean that was kind of my first go to, but I figured I had to chase every rabbit hole before I spend all the money for the computer so that was fixed and I just sent it back and that’s still OK and so is the CAS.

It’s not the DME.
It’s not the CAS
It’s not the JBE. It could be the JBE if I purchased a JBE that has a blown fuel pump relay which is a slight possibility, but I’m doubting it. As I’ve had another JBE in it and I really have doubt it it’s JB. I’ve got good voltage going then I got good voltage coming out. I got good grounds

because this is so complicated.

I’m getting good voltage going into my CAS but I’m getting bad voltage coming out of the CAS. I have good grounds.

I’m wondering if a power steering pump failure would cause me so many problems especially on that powertrain bus any suggestions are awesome because a year ago I didn’t know much about cars and I can tell you everything about wiring diagrams, multimeters, oscilloscopes…. I know my car so well now I just can’t get it running.

Have you checked the power (pin 16) and grounds (pins 4 & 5) in the OBDII connector with a multimeter?
Is 5A fuse F27 blown? If these^ are fine, the K-CAN lines may be down.

Does the engine start and run if you unplug the power steering motor?
