Fuel pressures

Well I had my 2011 mini s successfully running for about two weeks and now having some what I assume are fuel delivery issues.
I have zero power when in gear it will drive and accelerates very slow as in I can walk faster and can only get up to 10 mph max, during this it does not misfire or bog it just brings the rpms up very slow. The only code I throw is p0087 fuel rail/system pressure to low.

I idle at 72-75 psi(according to obd fusion)It actually idles well and revs up to the 4K as it’s in reduced power mode. The only time pressure jumps to anything higher than 75 psi is during cranking and letting of off after a rev. I have read the hpfp should put out at least 7-800 during idle.

I have replaced the fuel filter and swapped the HPFP with a known good from another car with the same results.

After my rambling I guess my questions are

does anyone use obd fusion and do you trust the numbers? I dont see how I could idle and be able to rev engine with low 70’s psi.

I’m assuming the next step is a mechanical pressure gauge to the input of the hpfp, to test the LPFP. If anyone has any tips or things to try let me know. Updated I installed mechanical gauge and my input is in fact 75 psi to the HPFP I cannot test the pressure of the hpfp as my gauge only goes to 100 psi.
