A/C recharge pressures.

My question has to do with this chart and in general charts on approximate pressures on the high and low side.

My question is, do we measure the High Pressure at idle? or some specified RPM? The RPM runs the compressor at different duty cycles increasing the pressure....same reason your A/C is cooler on the highway than sitting at the traffic light. No one seems to address this issue in any of the articles.
