What is this strut/shock on the engine thingy

so tell me something...with this missing/malfunctioning...how would the car act?

got it figured out..even found a possible replacement on fleabay
..its called "Mini Cooper S Model Accesory Belt Tensioner Shock Damper

Yep, that is what it is and Amazon has the whole unit pretty inexpensive.
