Power steering recall

Hey, new to mini's. Have another thread were I was repairing the one I recently picked up.
Now that I took it for a spin, can feel an obvious power steering issue. It's choppy easy then firm through out the steering motion. Can see clear signs of fluid leaking past and most likely present.
Seems like I read there being a power steering recall for the early models mines a 2005. I typed the vin in and it said there's no open recalls. But since it's not operating right does that mean it can be fixed again. Weather it's the first, second, third time. From whoever the owner is.
Obviously don't want to pay or fix it myself if it can be done for free at a dealer.

I think the VIN cutoff is sometime in February 2005.

Enter the last 7 of VIN here to find the build date of your MINI.

Good chance it's the pump, but can't hurt to check the steering u-joint and make sure that it's not freezing up.

Yeah worth a look. I saw the fuse was blown for the pump. It was a 10a in there and it takes a 5a. I replaced it with a 5a and still no luck. Does seem like I can't hear it whining more when I turn though.
