Disco strobe headlights

Hello all, I am having a weird issue with the OEM HID headlights. At first when I got the car home they would not work at all, and now I have a problem that they will either not work, or when they do they strobe. However If I do things such as press the window switch or door locks, they will quit. I have attached a video showing what I mean... The whirling sound is much louder in the vehicle than in person so I am thinking this may be an alternator issue, however there is no low voltage warning.

Did you test your battery? All sorts of weird electrical issues can happen with a bad battery or a battery on its way out. That's the first thing to check to rule it out of the equation. Voltage should read about 12.6. I've seen anything with 12.2 and less as bad. Not that this is your issue, but it's good to eliminate it and move on to other possibilities.

Sorry for the late reply, been hard to catch a good day to mess with it. Voltage is good, right around 13 volts, charged the battery just in case. Cleaned the grounds at the main behind the battery on the firewall, at the motor mound to chassis on the passenger side, and on the hood going to the chassis. Are there any more grounds I should be cleaning? I also noticed on my first drive tonight that when they are on, there is basically no illumination on the road, its almost like the light is to spread out as I lifted the hood up and down and could never find a pinpoint of light anywhere.

Checked the FCM / BCM area for water, nothing was or seemed wet at one time, took off the main ground in foot well area which is the ground for the headlights, power windows, locks, etc. cleaned it and still having the headlight issue. Now I am starting to get a bit lost.
