Justa Clubman overheating question

My 08 Clubman has started to overheat when sitting at a stop in traffic. It is fine when moving at speed. I have checked the coolant. Level is appropriate and it's less than 1 year old. Water pump is also less than a year old. I haven't checked the tensioner but it's not making any unusual noises. The belt is new. I'm thinking it may be the fan. I can't hear the fan running, but I do see it moving. Doesn't seem to be pushing/pulling any significant amount of air. I pulled the relay while it was running and it did not affect the fan speed. I disconnected the harness and tried to test the resistance and got an infinite reading. The harness is the 2 pin style. I'm thinking a) the relay is bad, b) the resistor in the fan is bad, or c) both. The relay is simple enough, but is this fan style the type that I could wire an external resistor in line and fix it? Again, it's cheap enough, just want to get an idea before I order the parts.

If you were measuring the resistance through the fan, you have confirmed that the fan is dead.

If you were measuring the resistance through the fan relay and possibly the electronics that run the relay, you haven't yet proved anything.

If you run +12V (and ground) straight to the fan, does it run?

Yea, test that fan more. Does the high speed or fan come on with the A/C ?

Finally got around to taking a good look at this again today. I replaced the fan relay to eliminate that as an issue. I verified I had good voltage (14.2) at the connector. Absolutely no movement of the fan now. Even tried to give it a little push start for encouragement but nada. Tried jumping it directly from the battery and still nothing. My guess now is the fan is dead. The connector is a 2 wire connector seen below. I'm not thinking I can do the resistor mod as I don't see what is described in the threads I've read (skinny wire/fat wire) and the 2 wires I see run right into the back of the fan. Should I just go ahead and order a new fan?
