what are these

First off, hello.
I bought my first mini about a month ago, and slowly I'm finding things that I didn't notice when I checked it out.

This is on the underside of the hood, driver side. Not sure what it is.

This is a hard plastic hose with a 90° boot that is capped off. Not sure where it goes or what it does.

I have browsed through the forums and haven't come across these yet.
Any help or a link to the page that addresses this would be greatly appreciated.

Hose on the hood is for headlight washer jets, I would assume they don't work.

The vacuum line that is capped off is supposed to be attached to the vacuum line from the throttle body.

With it being capped off, should it be?

The jets being capped off would indicate to me that either they don't work, the car at some point had cheap eBay headlights that didn't have jets, or someone decided to go because racecar and get rid of everything that was dead weight on the track.

The vacuum line should not be capped off, you need to inspect the vacuum line from the throttle body and see why that is capped off. It T's into the throttle boy vacuum line just under the intercooler.
