Where is the BC1 unit located in a 09 Cooper? I've seen both the foot well and under the passenger seat mentioned. I'd hate to pull out the seat only to find nothing there. Thanks.

Take a look at http://www.realoem.com/bmw/index.do --- you'll need the last few digits of your VIN to get in, but there's a pretty good illustrated parts list available.
If you're looking for the BC harness that controls the airbags, I'm pretty sure you will find it under the dash behind the steering wheel. Only way to get to it would be to remove the entire dashboard.
