radiator fan pulsing on High

radiator fan pulsing on High

just replaced the resistor in my 2004 r53's radiator fan because the low speed did not work and the high speed would just start for 5 seconds and then stop and then start again and repeat with the AC ON. once i bolted everything back in the fan did exactly the same thing with the new resistor. I let the car get to 105C and the low speed or high speed fan did not cut on with the AC OFF. I bought a TYC fan and the low speed and high speed on that fan both work with direct power (unlike the stock fan which only works on high speed when you jump it off with a 12V system) however it will continuously run the high speed with the AC on. Upon learning that the FL9 fuse helps control the cooling fan, i pulled it out and ran the car without it. Mind you that both of my relays are working. when that fuse is pulled the low speed fan will run with the AC and if you then take out the low speed RELAY the high speed will kick in until the relay is replaced. What does the FL9 fuse do? is it responsible for telling the fan to kick on at a certain temp. or is that somewhere else. Also what could be causing this to happen with my fan?
