Seatbelts issue- locking-up in normal use?

Seatbelts issue- locking-up in normal use?

Have you or that of your passenger, ever had their seatbelt(s) lock-up even when doing something routine such as reaching for a drink, or reaching for the toggle switch, or the **** to turn adjust the radio volume? I'm not talking about reaching forward in a fast jerking motion either, but sometimes slight movement locks up my passenger. When this happens they can't move an inch and have to unlock the seatbelt, retract it, then buckle all over again?

Not in the mini, but it's happened in other cars i've had.
