Passenger side door will not open from outside

Passenger side door will not open from outside
I finally have some time to try and get my passenger side door to work correctly.
I replaced the Bowden cable from the inside door handle to the latch mechanism. That seemed to fixe the problem I was having trying to open the door from the inside but now I can't get eh outside door pull to work.
After I got everything back together the first time, I thought everything was working but once the door locks, you can't open the door from the outside whether the door is locked or unlocked.
A couple of questions.
1. Does it matter how the cable from the exterior door pull is routed on its way to the door latch mechanism? It seems that it has to come through the door and do a 270 degree loop upwards so that the cable enters the door latch vertically from the top.
2. I have attached a picture of the end of the door pull cable showing that the interior plastic liner has pulled out of the guide by about 1/4in. Could that be the problem?
What I am missing? I would love to get the inside door cover back on.
Back to rereading the various threads to see if I missed something.

Edit: It is definitely something to do with the exterior handle. If I disconnect the exterior handle cable, THe door handle works correctly from the inside. Locks, unlocks, opes door.
If the exterior handle cable is hooked up, the minute the door is locked, the door can not be opened from the inside or outside. I have to reach into the door latch mechanism and release the exterior door cable. THen I can open the door
