wastegate vacuum issues

I have a mini clubman diesel, for the last few weeks the turbo has been intermittent.
The fault lies I believe with the vacuum side....the wastegate cutting in and out randomly.
I have a small amount of vacuum left in the vacuum tank after the engine is turned off so that seems to rule out a leak.
I am left with 2 possibles , the pressure converter or map/pressure sensor.
Does anyone know where these are located and if either is a common fault?
The fault can also be cured by turning the ignition on and off?????
any help appreciated
thankyou
