So this weekend I replaced the fan AND the fuse, and still it's not coming on. Is there a relay, or a wiring issue that is preventing this? I want to get this fixed before the warmer weather gets here.

 

The fan runs very little...
If i remember right, it mostly runs when the rad fan is on hi...which if everything is running right, is very infrequently...like stopped in traffic....
If you are sure the fan is ok (good fuse, plugged in, and it runs on a 12v scource or is new), i would not stay awake worrying about it.

 

Run the engine with the A/C on and recirculation activiated.

After a few seconds the PS fan should turn on.
