Could it be a service bulletin for certain models or is it really a recall?

It has to be a bulletin, there has yet to be a recall for the crappy tensioners. MINI has been changing those out as people come in and complain about noise on cold start-up. Check the chain and if not too much slack the tensioner is replaced; too much slack and the guide rials, chain, and tensioner get replaced.

Got the car back yesterday evening. I was able to speak to the service rep early Monday morning and requested that the Aux water pump work get done. No issues, service rep was really nice about it. While inspecting vehicle, alignment was found to be off and "pulling to the right". So I let them complete that work but got a 50% discount so it was only 99.95.
I'd be surprised if I receive any notice for a recall.

MBU, you are not mistaken. Call it in. I just had mine done yesterday and while they were in there, they told me that the piece o crap plastic primary coolant pump is weeping, a $565 replacement. Guess they will get their pound of flesh any way or other. Doesnt 65K n change sound kinda early for a water pump? Guess Im used to my GMs going over 100K with no trouble, and everybody says the imports are so much better built. Bosh. If GM ever builds a car that handles as well as a MINI, Im prob gone. At least the people at the dealer were nice and the two female SAs were quite cute. Okay, so not so bad a 2 hr lay-over.
