Power Steering Notorious Issue

Power Steering Notorious Issue

So my power steering pump appears to be dying. Neither of the 2 fuses are blown. The very odd thing is when the weather as warmer than 50 degrees the other day it was running perfect. Next day it dropped below 40 again and problems came back. I jacked up the car from the front and was able to spin the cooling fan freely. With the car up in the air the pump was working much better without the load of the car but still had a "notchy" feel about every 20% of a full rotation of the wheel.

Any thought?
Calling BBA reman I'm suspecting but would love any furthr troubleshooting steps i can take. May just not drive it and try re-filing the fluid for giggles. Could temp change down to just above freezing to make the different to the pump if there was an air bubble.

Very frustrating as she was running like a champ when it was warm out
