Car will turn over, but just wont "POP"

The DME relay is the digital motor electronics relay which powers the digital motor electronics, (sensors, coil, ecu, and
few other things) but it's a fuse inside the car in the kick panel.
The map sensor had no voltage because it's part of the DME relay.
