dripping what? water?

then I'd suspect a blocked a/c condensate line. Find it under the car (you know where one end is) and blow it out with air, vac with a wet vac or run a wire up there . . . .

Im not sure if its water...smells like rust. Might be water though. Anything else it could be?

Busted heater core....that's what your replacing right. I blow air through the heater hose lines on the other side of the firewall before heater core removal.

Yep you need a new heater core.
