2003 Cooper S, stock, 72K miles, oem Nav dual cluster Speedo and Tach both dead, no backlights,no indicators, no odometer, needles stuck at 10mph and 1000rpm, car will unlock with fob but won't lock, all fuses are ok, pulled battery cable for half an hour, still no response (even with battery pulled, needles stayed at 10mph and 1000rpm.

The module that controls the dual cluster (also dash & toggle lighting) is in the Nav screen unit (it would be in the center speedo if you had that instead). It is supplied by fuses F5, F21, F9, F40. This information is from wiring diagrams. Since both your toggle lighting and cluster are out, the problem could be from this module or even something further back. F5 is supplied power from the engine immobilizer. Since you also have a problem with the key fob, it is something to look into as well.

optima red top, about a year old, thanks for the input, i leaning toward the module as well, is this what the call the IKE?

battery dead this morning, seem to have a load somewhere, after jumping it, i disconnected the battery and got quite an arc, there should only be courtesy lights and perhaps the DVD Nav booting up, but I believe something is stuck on (energized) Luckily I found an instrument control module on ebay for half the cost of a new one, should be here Monday.
What did you purchase exactly? As far as I know, the instrument control module in MINI is not a separate unit. It might actually be integrated into the circuit board of the center dash unit (speedo, Nav screen or chrono).
Thanks for your insight RKW...I know the nav has a screen to enter the code too, if you hold the menu button for 10 seconds while in settings, you get another page...hopefully it wont be a trip to the dealer. I'll post my results.
Replaced the Instrument Carrier (its what the Bently book calls it), the NAV system mounts to it and in in non NAV cars it is integral to the speedometer, the guages now work, but all the lights are on, the fuel guage alternately blinks the center 2 indicators, and the green blinker light on the tach stays lit even with key off.. Spoke to MINI Service, they say it needs to be coded. I cannot access the ecu test functions. I'll post upon MINIvisit
FINAL UPDATE: Prestige MINI was able to retrieve programming from old Instrument cluster module (IKE) and download it to new module (lucky ebay find) $120 for labor, and I got to watch Italian Job again in their waiting room for free. Evidently the instrument controller (part of the speedo in non-nav cars) stores and coordinates all of the user interface items such as MFSW, PDC, farenheit celcius, miles, km, clock, dsc override, alarm etc. once new (unprogrammed) controller was instaled it lit up like a christmas tree, and i lost most functioning items (other than the speedo/tach) not a common item to replace, however the IKE I took out was manufactured 2 years after the car was, so must have been replaced before I bought my car used...Thanks John Zappile and to the Tech that performed the repair (sorry I didn't get your name)at Prestige MINI.
