My lock on the passenger side has been acting up. The passeger door can not be opened from the inside anymore! Luckily the top is down most of the time so its easy for the passenger to get out.

Ok, that sounds more like the cable came loose, that is a simple open the door panel up, re-attach the cable, and it should work. If it wouldn't open with electronics then it would be a problem with the actuator.

Well the **** partially goes up, about 50-75%, but the door will not open. Is that still a cable issue or an actuator issue?
