First, I would double check the fuse. If not that, I would look at the other common elements, that being the wire that connects to the fuse box and the wire circuit itself. To accomplish this you'l need a DC volt meter and a wiring schematic to know where to test. The most common failure though is the fuse. Be sure to inspect the sockets for signs of shorting (burn marks). When I first got my MCS, I had the same problem as you described. I found a washer sitting in the front socket that had caused a short and blew the fuse. There is always the possibility that you have two independent problems, but I would search for the common areas first. Hope this helps.
This may be obvious, but you didn't state that the car was running (or at least the key in the on position) when you tried the outlets. I don't know about the '07s, but I believe that earlier models were controlled by a relay that was only on when the ignition was on.

ive had the same thing happen to me
all i did was plug it in with the car running and if it has a power
switch on it than turn it on and you should have power
the altanator on the MINIs dont put out enough power to run big inverters
just the small ones at crusing speeds or @ 2000 rpm or higher for better results
