The pulley should slide right off once you remove the retaining hardware. If it's stuck, try heating it with a torch, heat gun or a strong blow dryer. Heating the pulley expands the metal, allowing it to come off easier. Just make sure you wear gloves so you don't burn your hands.
You may need to put some effort in to pull it off by hand, otherwise use a rubber mallet to tap it off. No rubber mallet? Put a 2x4 against the pulley and hit the other end of the wood with a hammer.
