With the site reorganization, were there any changes made that may reduce the ability to cache parts of NAM in the browser? Were any META directives changed or anything like that?
I've noticed intermittent slow downs also; like mentioned above the header appears but pages initially load slower.
I'm wondering if this has anything to do with IE 7? I bit the bullet and loaded IE 7 around the same time the new site design was rolled out.

Hmmm...
Based on the traceroute information our hosting provider did find a potential routing problem that was slowing page load. There was also a bottleneck in Level 3 routing that was causing some delays. These issues should be resolved now. There are also a couple of other small things I'm investigating that could effect the page load but I haven't found anything definitive yet.
