It's not an issue with threads that get moved, those keep e-mail notification, because the "threadid" stays the same.

It's really only an issue with threads that get merged, in which case the thread that gets merged loses i's "threadid" and adopts the "threadid" of the thread it got merged into. Thus, vB drops the e-mail notification to the thread that got merged, since that threadid gets lost.

That's why it happens. There really aren't that many threads that get merged, and like I said it's an issue with vBulletin, not an option that anyone on the Core Moderation Team chooses not to enable.

Basically, without some development, that issue won't get fixed unless Jelsoft (makers of vB) incorporate a change. Since the frequency of the issue is pretty low, I would be surprised if this gets addressed by anyone other than Jelsoft.
