R57 Missing Locking mechanism??

Missing Locking mechanism??

We purchased a 2009 convertible that had a brand new convertible top. Apparently when the top was installed they did not install all of the parts, so the top will go down all the way however, it shows that it is not locked into position. Is it missing the locking mechanism? I've attached a photo with the top down and as you can see there are two holes where it should be installed. Would like to get it fixed as convertible season is right around the corner!
