Bottom radiator hose cold, Help

On my 2009 mini cooper s, the bottom radiator hose stays cold. Is this normal?

replaced thermostat with a new one last week. Still the same

And you made sure that you opened up the bleeder screw located on top of the thermostat housing when you filled the coolant?
