3091, limp mode, coil packs

Good day. My 2010 R56 has been throwing the 3091 code a lot and it happens when i'm at idle ( waiting at a light ) and when the engine is at temp. a quick shut off, fob pull, then restart fixes it no problem. Symptoms SEEM to be rough idle ( although it will sometimes do it at smooth idle ), engine temp at normal operating temps, and when the car is at a stop. It never throws it when i'm moving. Also, i notice that coil packs will fail at around 4 or 5 month intervals ( 1 at a time ). Plugs are fairly new ( spec plugs ). Is this a case of a bad HPFP or is it something worse? Thanks!
