Best "do it all" diagnostics solution?

My steering lock light is on. I'm pretty sure I just need to reset my ELV. Previous owner put off battery replacement way too long, drove around with a jump pack ffs (new battery, no IBS) Airbag light just popped on, I'd like to diagnose why, clear light. I just ordered new Vanos solenoids, I'd like to adapt them properly. These are things I need to do currently. I'd prefer to use an OBD style cable to USB with my laptop. Is there software that can do all of the above plus normal diagnostics? I'd rather not spend $100+ on a scanner.

INPA and ISTA D they both use the same cable and can be downloaded off various bmw / mini forums, it's what the dealers use there is nothing better

˄Rheingold INSTA P / D˄ with cable from market place ebay, Amazon, Aliexpress etc... + laptop with 100GB+ HDD.

Difficult to learn but similar to dealer level diag.
