Bluetooth connectivity?
I have a '10 MCS and my issue is that i found that on my steering wheel there is the "speaking face" button on it and speaker in the ceiling to speak into but i can't seem to get the bluetooth to work, do they just put that into the car and only add the option to some of them? Or does mine just not work?

As well as...just "normal" bluetooth. Some MINIs, like mine, have the steering wheel controls and the microphone slots in the headliner console to connect / control a phone. But don't have the bluetooth option, so these don't function.
So answering this part: "do they just put that into the car and only add the option to some of them?" that's a "yes".
On my 2012, bluetooth was bundled with USB as an option. If you don't have a USB slot next to your 1/8" aux in connection, very likely that you don't have factory bluetooth in your car.
