Boost Problem

So, overall I have been very happy with my ScanGauge. However, I am suspicious that it is not displaying boost properly(or that somethings is wrong with my car). I have done the set up 3 times with the same results. I am accurately inputting all of the data into the xGauge setup and I believe the gauge is set up properly.

That being said, the highest I have ever seen my boost hit is 8.8PSI. This includes times when I floor it in 2nd, 3rd, 4th. My car does not feel weak at all, and it doesnt have any trouble holding boost at 8.8psi. During shifts, boost is held properly also.

Some info:

Scangauge readings while car is idling:

Boost: -9.9 to -10.2
MAP: 4.4-4.8

Scangauge readings while engine is off:
MAP: 14.6

Setup:
TXD: 07DF010B
RXF: 0441850B0000
RXD: 2808
MTH: 00910064FF6E

Can anybody shed some light as to what could be the issue? Im not sure if my car is just displaying boost incorrectly, if it actually ISNT making full boost, or if I am just not going the right speed/rpm to hit full boost.

Thanks in advance!
