The EPA maximum is 10% so the mix must be exactly 10% to meet both requirements.

Just my 2 cents: I have used everything from Sheetz to Exxon to Chevron to Shell. On my truck it had no affect whatsoever so it always got Sheetz. On my BMW's every time I used Shell I had a 15% increase in MPG and the car ran smoother. On my MINI I am only on my 2nd tank but I had a 15% increase in MPG from using Shell. The first tank from the dealer was some local station. Now I know the car is breaking in but an instant 15% increase will keep me using Shell.
