is it time to change the fuel filter and plugs?

they were changed in november 2010, both the plugs and the filter. With less than 20k on the car since then.

Not unless you're experiencing problems like getting a load of bad gas. These items are not time-dependent like oil. Unless you've got a JCW, the plugs and fuel filter should easily be good for 50K which is 1/2 the MINI recommended interval.
