05 R53 rad fan issues, and then some

Long story short I've had what seemed like the typical rad fan resistor issue. Bought a new TYC rad fan and now neither low or high speed kick on at any temp. I've tested all of the fuses and relays to the best of my ability but the only two ways I've gotten the fan to do anything was by running the blower motor from inside or running the fan direct from the battery. Second, minor issue is that I ran the car for a few minutes without the ABS fuse located under the hood. Now I can't get the ABS and ASC lights to reset even though I've replaced the fuse. For now though I can live without abs. any help is appreciated.

Are you able to scan for faults? I use Torque app on android phone with ELM327 OBD dongle. You will need to clear the faults to get it working again would be my best guess.

0030 - At what temperatures does the cooling fans come on at, and, what other than temperature will make the fans come on? The Mini Cooper Coolant systems functions as follows; low speed fan switches on at 221 and the high speed switches on at 234 (see Celsius values at end of this paragraph). When the AC is on, the low speed switches on when the system pressure is at 116 PSI with the high speed switching on when the system pressure reaches 261 PSI. The high speed fan will run without the AC being on if the set point of 234 is reached. On the Gen1 car, you can bring up the coolant temperature inside the car (will read in Centigrade) with the set points being 105 and 112. The cut off is 7 F below the cut in.

I did manage to fix the ABS issue. Just had to reset the ECU and drive her around the block. As far as the fan issue goes I'm still at a bit of a loss. I don't have access to a reader right now so I'm stuck. The old fan would kick in at high speed when the car was basically overheating. The new one doesn't kick in at all. Wondering if maybe it's a relay or fuse but I've gone through them all. AC test doesn't work for me since the AC clutch has been out since I've had the car.
