Sorry as I'm no help but my 04 doesn't even have that mounting point. It maybe used for mounting of something on a different model or I would guess the a bracket to support your dip stick possibly might bolt onto there.
Ummmm, there should be a bolt going through that piece to the left of the hole in your photo. It holds the tensioner on. Should look like the photo MadMan posted. A very difficult bolt to get out unless you raise the engine.

oooooo I think you are correct . His tensioner doesn't even look like its bolted on.
