R50/53 Speedo fluttering at idle

Speedo fluttering at idle / Airbag Light / Horn

So my R53 failed inspection yesterday, leaking rear strut, airbag light on, horn not working. As a bonus, today I was setting up my diagnostic cables and software to deal with the airbag light and noticed at idle my speedo is fluttering, both on the analog gauge and the digit readout in the tach. This is a new issue and one I'll have to deal with before I send it back for round 2. I'm heading back to the shop now to see if the speedo reads correctly while driving but I'll have limited space to test it as I can't legally drive the car yet. Thoughts? I want to figure this and the airbag light out before I place a parts order for other things.

What year R53? Do Canadian MINI’s have a recall for the passenger seat occupancy sensor for the airbag, too?

2004, passenger seat itself is from an '06. My car had a passenger seat from an '07+ when I got it? *Battery was disconnected when I swapped*. I did a check somewhere a while back and found no outstanding recalls for the car itself. If I can figure out how to use this crazy *** software I'll see what code comes back.

The speedo has oddly stopped the fluttering it was doing earlier. Electrical ghosts and gremlins... great!

Hmmm... I wasn't putting things together before... airbag light + no horn = clockspring?

Never mind, the car just doesn't have horns.... literally... the physical horns are missing. No doubt removed during the abysmal paintjob and never reattached.
