You're gonna need some good aftermarket parts to get 250+whp. Pulley, cam, big valve head, header, tune.

I was at 210whp, 17% pulley, RMW cam, RMW tune in my old motor with 110k. Now at 227whp with a fresh built RMW motor. Still stock head and exhaust. Not having a header is what's holding back more power until I get a bvh.

Nice.. Well I started off with a built charger.. Spaced head gasket, RMW cam, 15% alta pulley, 2% alta crank pulley, alta intake, exhaust is still under questions might go a straight pipe or borla, getting a Bren Tune, step colder plugs, wires.. Later on if all this runs good I'm gonna bore the block and do the head. LSD is under questions

Oh, forgot, I also have forged and balanced internals along with an aluminum flywheel, and slightly higher compression. My current redline is 7300, due to the stock head and header. My motor can spin to 8k safely, possibly higher.

Most likely you will need a big valve head to hit the numbers you want. Good luck to ya. I hope your build exceeds your expectations. Mine has.

Are you modifying the stock charger or using an aftermarket SC when you say a "built charger"? Not saying you are or are not but I'd talk to RMW or who ever you plan to have tune it and not just hodge podge it with all different brands of parts.. See what they recommend. If they tune a lot of MINIs they will know what works and what doesn't.. Could save you money and or get you more power or both..

To answer your question I'm getting a new charger built.. You have a good point there that's why I've decided to go with the Alta brands for most of my upgrades.. Putting a lot of work and research into al this. Let's see if I can manage to pull off the fastest mini in town

250 hp can be achieved in a number of ways.

easiest, 17% pulley, header, BVH of your choice, CAM of your choice, intake and exhaust, injectors

you could turbo....

you could stroke the motor with forged internals and a worked head

Then add meth injection, and a header....
DaveO has 250+hp on a daily with stock internals (can find home here sometimes and over on the "other" forum..... Mostly rmw parts and tune...several YEARS of use...
You can do it...but go cheap...and it will get expensive!!

I would look at your drivetrain....if the car has aftermarket axels....anything but "driveshaft shop" ones or stock, swap them out...you will snap them with 250...
Then a recent OEM clutch will be OK for a bit...but when you do it (you will if you play with 250+) 110% add a LSD....OVER 200HP YOU KINDA NEED IT...
IMO the best parts for power and gen1 tunes is RMW....Alta has parts...that's all I'll say.

If you really want to have a reliable 250HP, call Jan at RMW. Do it right the first time.
