R50/53 mini cooper R50 post catalytic converter O2 sensor high voltage

mini cooper R50 post catalytic converter O2 sensor high voltage

Please help. My R50 throwing out P0138 after a rain.
I checked the voltage of the sensor with Torque and it's around 0.7V.
When the weather is dry the P0138 code is clearing.
Could it be a sensor problem or a catalytic problem?

Edited: I've checked how the O2 rear sensor output changes with engine RPM increase: on 2,000 RPM the O2 sensor output became about 0.3-0.4V and almost steady.
The front O2 sensor shows proper sawtooth 0.8-0.2 V
