R50/53 Radiator Fan-FL9 Fuse

Radiator Fan-FL9 Fuse

I'm inclined to replace the fan, but I want to double check here to make sure this is the right way to go.

The fl9 fuse blows when I turn the AC on after starting the car up cold. The fan won't spin and the temp rises.

Is this the proper part to replace?

Is the ps pump fan stuck? It should move smoothly (not 100 without tighter spots in thr same points in rotation due to the magnets, but still smooth).
the bearings do get contaminated with sand/grit....getting the fan stuck, in addition to big rocks/ice.

It's a bit gritty, but f5 fuse (5amp) isn't blown. I removed the ps fan, replaced the fl9 (50amp) fuse and it still blows when the ac is turned on in idle.
