I totally agree with this statement, but you can never be too safe. If you know how to drive AND have snow tires you're better off. Personally, I am a firm believer in snow tires. My old accord handled like crap in the snow and then I got some blizzaks and it became rock solid. I currently have a 91 Sentra SE-R (with a limited slip differential) for the winter with a set of Blizzaks and that thing is amazing in the snow.
Definitely vote for the Blizzak/steel wheel package from Tire Rack.
