Anyone know why the front seatbelt buckles have a felt-like material on the side facing towards the middle of the car? It is not like there is enough room for them to clatter against the hand brake? especially when you're wearing your seat belts?

I had asked this question, and I was told that it was there so there was no clattering. I am like you and don't want to believe that because there is too much room
