Opinions on noise PLEASE - thanks

Recently had my tires changed (only slighly bigger) and got new brakes also. I now have the weirdest noise coming out from my front left tire. Phhft phhft phhft is the exact ( ) noise.

It speeds up and slows down with mph. The fact that it is intermittant makes me believe it is NOT rubbing. I wondered if it might be that I now have big tread blocks, but i'd hear it passanger side too if that was the case...

ONLY thing I can see so far is that there is some plastic behind bumper (attaches at bottom of wheel arch) that has come loose (Also VERY annoying, my bumper feels loose!). It might be flapping, BUT im dubious about that too becasue you can hear it at very low speeds that probably dont casue enough air flow. AGH. Please chip in w bright ideas!

HAH I'm an idiot. The little sticker on my shock was peeling off, and my new slightly wider tires were touching it perfectly. ah well, at least my wheel wasn't going to fall off...
