Nice rims - though I'll never understand making the buyer responsible for your Paypal fees. Just request the transaction be a friend/family exchange and there are no fees involved.

What’s not eligible? Buyer Protection does not cover certain kinds of purchases. These include: digital goods (intangible items), services, property, vehicles (of any kind), custom made items, airline travel, or items that violate our policies (stuff that’s usually prohibited by law anyway). Purchase Protection also does not cover items that you purchase in person, or money you send to friends and family.

Then you should eat the Paypal fees, or raise your asking price to compensate for them.
Are you asking for compensation for packing materials? Fuel to drive them to the shipper?
When I do Paypal transactions, I never ask the buyer to cover my fees, and sellers never ask me to cover theirs. Do you really need to ask a buyer for a matter of an extra $8? It just makes for a poor buying experience.
That being said, good luck with selling them.
