2019 JCW Instrument Cluster

My 2019 JCW 3-door is at the dealership to fix a number of nits. One thing I asked them to figure out is why the turn signal sound is gone. They decided that the only way to get the clicking sound back is to swap out the instrument cluster, that'll be $1,400 after a significant discount, thank you very much.

From what I can see online, swapping out the instrument cluster is two T20 screws, unplugging a cable and plugging in a new one. New instrument clusters from Outmotoring are $600, or $750 if I was brave and wanted to take on installing the newer digital cluster and would take on the programming for it. It's not even obvious I'd have to do any programming to enable the digital display, I have the heads-up display on the car, so the optical port is already functioning on my car.

Am I missing something, or is this an outrageous overcharge for 5 minutes of work? I can find a T20 tool and do this myself if it's a moment's work.

Pretty sure there is programming involved when swapping out the instrument cluster, even when swapping like for like
