Still working through what needs attention on the car.

We noticed when first got it started, with a new battery, that the sidemarkers had a slight pulse to them.
Later when driving it home at night, saw similar in the footwell lights & in the headlights.

Alternator? And could this be related to my other issue with the dash lights and indicators & windows going inop after driving for about 10 minutes?
