Turn signal lights on solid when no key in car

I never noticed this before so I don't know if its normal... When the car is off and the key out of the the ignition and I move the turn signal lever (up or down for left or right turn) the corresponding lights come on solid (not blinking) around the car. Is this normal? I came out to a dead battery the other day and I think this is why (I hope its something simple like this). If it is standard I don't care for it as it could (and maybe did) result in a dead battery.

Thanks

Normal.
In the UK, if foggy and when parked to curb for few mins, a driver would move stalk to left or right depending on which side was closest to traffic lane.

Mini has called these "standing lamps" or "roadside parking lamps" depending on the model year.
