Sorry for the inappropriate post, but this is such a good, informed forum: My 97 Civic has OEM tires with the plastic wheel covers / hubcaps. I just noticed that the rims of the wheel that is exposed due to the design of the wheel covers is starting to rust, Is this to be expected?
This happening to all 4 wheels, at evrey opening in the cover (there's about 6 such 'holes' in the design of the wheel cover).
What can I use to fix it? Do I need to remove the tires and repaint the entire rims?

Surface rust
I wouldn't worry about rust on a factory steel wheel. They all do it over time. If it really bugs you, just hit 'em w/ some Rustoleum (satin finish should do fine) and do it again when it happens again. NO BIGGIE.
The bummer is that w/ the Honda design you'll have to jack up each corner to remove the wheel covers since the lug nuts have plastic retaining washers on them to keep the covers from falling off. How about a Sharpie to touch up just the lip of the wheel? I know it's kind of white trash, but it does the trick for cheap and quick
