I am wanting to lower my S but don't want to be paying crazy amounts of money for it. What is the cheapest way I can do this with a budget of around $300-400? If its possible at all.
Properly cutting springs is pretty cheap. Some say yes , others say bad idea. No personal experience as I have never desired to lower a car that is already low.
cutting used to be the norm on straight rate springs, it will lower and it will increase the spring rate, there's calculators to determine how much change it makes

CUTTING McPherson coils ! You are asking for a world of hurt. In decades past, people would cut coils in cars that were non-McPherson. Pretty much today, all cars have gone to the McPherson set (I know, not all).
There are a lot of great replacement coils that do a very nice job at lowering one's ride for an affordable price. Do NOT forget to have an alignment done too, that is on average $100.
For the love of everything car involved, DO NOT SKIMP ON SUSPENSION! Buy cheap *** off brand intakes and exhaust and anything "add-on," you want, but do not put your life and others in danger by being a cheap-*** with suspension.
That being said, look into lowering springs. I lowered mine on stock struts, and have no issues whatsoever with the set-up. I went with H&R through Outmotoring, and have not been disappointed at all. That being said, definitely also invest in lower control arms. My camber is ugly, and way far beyond what I want, and as a result, burnt through one rear tire. Please please PLEASE take your time and do suspension right. I'll search for days for best bang for my buck everywhere else, but suspension is expensive for a reason.
Eibach lowering springs work with the stock dampers - lowers 30mm at front and 20mm rear, utilises factory lower control arms There may be options that go lower but to my eyes the stance is about right..
The description of the springs you have says you don't recommend them on All4, but then there is an All4 dropdown selection. Is that just an old description?

Yes we don't recommend them for the ALL4, but they will physically fit. With the extra weight of the ALL4 the springs sag more lowering it even more.
